JOINT MEDIA RELEASE: COVID-19 | KETCHIKAN EOC

This brief responds to questions received about the Ketchikan Emergency Operations Center (EOC).


We are using the Greater Ketchikan Area Emergency Operations Plan (EOP), which includes components to be used across different types of disasters and is not specific to a certain type of disaster or emergency. The plan provides guidelines such as communication, response, and evacuation. The plan follows the National Incident Management System (NIMS) for managing all emergency response activities. The Incident Command System (ICS) is a standardized system, so personnel from a variety of agencies can be incorporated into a common management structure. The Emergency Operations Center (EOC) system has been activated and is managed by the Incident Commander (IC). The Unified Command (UC) System has been implemented to ensure a coordinated multi-agency response.


The EOC is comprised of many different people depending on incident. It can be made up of local government staff or other local and state partners, including the Red Cross, Coast Guard, Public Health, and many response agencies. For the COVID-19 emergency, the following Unified Command has been assigned by Emergency Manager/Fire Chief Hoage, who is the Incident Commander:
